Text of the Treaty. ■ (By Cable. -Pbess Association) Berlin, June 15. At theSamoah Conference the treaty has been siped. America having abandoned her principal objections. The text of the treaty is being kept eocret, but it is understood that it provides that affairs will remain install) quo until December next, in order that the American Senate may have a chance of ratifying the terms of the agreement,: It also guarantees,the autonomous administration of the island under the joint control of Germany and America with Great Britain as arbitrator in tho event of any difference arising. Tho Samoans are to be allowed to elect their own King and .Viceroy, A Senate comprised of the principal chiefs and a lowur chamber are allowed, the mo-nbers of which are to be elected ty the people. Permission is given for levying of duties but the importation of arms and liquor is restricted, Germany is to receive a certain amount as indemnity in connection with the recent quarrels, The Treaty arranges for- the establishment of special couils to deal with all disputes in connection with land. The various Consuls representingithe three countries interested, are to control the' rmunicipal government in Apia. Generally all questions relating to property of foreigners are to be referred to tho judge who will be appointed by America, Germany, and England. Mr J. G.Blaine, American Secretary of State, has expressed the opinion that the Treaty is eminently satisfactory. '
