«— London, January 9. Heavy gales have been experienced at the Orkney Islands. The thunderstorms have been of unusual severity, and the downfall of snow greater than has been known for many years. Much damage has been done tb farms, some of which have been nearly destroyed. Several deaths are reported to have occurred. Intelligence has been received from India that Theebau, King of Burmah, is dying. It is stated that unmistakeable signs of insanity have developed themselves. His condition is such that his death is regarded as imminent. In Cork, a very excited feeling is manifested, and the city is practically under military control. Sentries are placed in the streets, and all paosers-bye are subjected to challenge. The utmost precautions are considered necessary to prevent disturbance. Great excitement is manifested in Germany over the imperial rescript issued by the Emperor, claiming half-Crown prerogatives, which are considered inconsistent with the existence of a Liberal policy. This feeling is increasing in intensity, and it is believed that when the Reichstag re-assembles, which will be immediately, a bitter conflict may bo expected between the Liberals and Crown. In order to encourage traffic on the railway, a French company has come to an arrangement for the reduction of fares, and they also offer to forego certain dues on goods which they hitherto have charged. The condition of anarchy in Armenia has become so great that Earl Dufferin, British Ambassador to Constantinople, has been instructed to make representations on the subject to the Porte. His Excellency has had several interviews with the Sultan, and has urged upon him the absolute necessity of some remedial measures being applied, such as were promised under the Treaty entered into with Great Britain. In view of a possible rising among the Turcomans, tho Russian forces stationed at the fortress of Askhaban, south of the Khervan desert, have been reinforced. Much alarm has beon caused by tho spread of emall-pox. The number of cases during the past four months has greatly increased, especially in California, and tho authorities are called upon to take more stringent measures of precaution. From the circumstances arising out of the trial of Guiteau, a bill haa been introduced into the United States Congress for the pufposo of defining legal insanity. In consequence of the unsettled condition of. the country, and the attempts made to tamper with the loyalty of men, the Irish Executive have decided that the Irish militia shall not bo embodied during the present year. A steemor has just arrived at Liverpool from New Orleans which reports that much damage was occasioned to the vessel by tho explosion of an infernal machine. The outrage is attributed to Fenian agency, and a strict investigation is being hold into the circumstances.
