In the House ol Commons to-night, the Marquis of Hartington (Secretary of State for India), in reply to a question, notice of ; which had been previously given, gave a full exposition of the policy which the Government intended to purse in regard to; Afghanistan. He said that,'according to the latest advices from India of the state of the country 'and the attitude of the native chiefs and tribes, the Government entertained strong hopes of being able to bring the' military occupation of the country to a close at a comparatively early., date; and at the latest; he thought it would be possible to withdraw .the troops during the approaching autumn. It was the wish;and intention of the Cabinet to create a separate Government at Candabar, which would be entirely distinct and independent of the Central Government Bt-Oabul) and with, this objeefc ~a ruler had been proclaimed in whose friendship the British Government had every confidence.
