'STAMP DUTIES ACT. •• The Stamp Duties Bill was committed, and after further amendments were made' in the way of reducing the stamp duties upon small properties descending to lineal descendants, the bill was reported with amendments. PUBIiIC ACCOUNTS COMIiITIEE—CHIKGE OF CONTEIIET. In consequence of Mr Bridges, manager of the National Bank, refusing to give evidence before the Public Accounts Committee, although he made grave imputations against'certain members of the House, the Treasurer moved that-he be arraigned before'the bar of the House on ; Monday next, in order that the inquiry might be continued. The motion was agreed to. ;
IMMIGRATION AND PUBLIC WOBKS APPBOPBIATION BILL. This bill was.read a second time. The bill shows" in detail the amount the Government propose to expend during the present year,;the expenditure already incurred, and the amount the Government propose to appropriate for, the. different services, and the way it is to be divided amongst the different public services. BEPBESEHTATION BILL.' The Eepresentation Bill was read a second time, without any discussion. NATIVE LANDS PURCHASE ABUSES. Before going into committee, Sir George Grey moved liia resolution regarding native lands, namely-"That Native Lands Purchase Commissioners should .not be allowed to purchase for any person but the Government, and that any land purchased by them for themselves or other persons should be made the property of the State, compensation being of course allowed.-The resolution was opposed by the Government, though they professed to agree , with .its principle,—After some discussion the resolution was negatived by 36 to 22.
THE ESTIMATES. ( . "Several items in "the Estimates were passed without alteration, and the House adjourned at 12 40. The Wellington correspondent of the Eerald sends the following :— Mr W. Kelly has given notice to movo an'amendment in the Representation Bill to create a new electoral district, to be called the South-east. Coast district, including.the southern part of the present East Coast district, and the northern part of; Hawke's Bay up to the town of Napier. Tho boundaries are accurately, described in. the Supplementary Order -Taper, but the amendment does not provide that the new district is to return a member.—Mr Bryce is going to move for a second member for Wanganui, and Mr Pyke for a fourth one for Dunedin, Several other amendments in the direction of increased representation will also probably be moved.—Mr Thomson has given notice of a Dili providing that every purchaser of -native lands shall, in addition to whatever, price he may pay the natives, also pay the colony so much per acre.—Wot a single amendment was proposed in the Council last night in tho Abolition Bill.-—Sir < John Eichardson made a capital speech, in whioh he avowed himself an advocate for each island being made a province, with a Federal Government at Wellington.
