HOW ENGLISH DELEGATES WERE RECEIVED. Reuter’s Agency has received the following from the Lettish Information; Bureau, whose Press Bureau at Riga has a special correspondent attached to the Peace Delegation in Moscow: “The' various institutions in Soviet Russia had for a long time been busy, in making preparation for the reception, of the English Labour delegates, in order to show to them Russia in attractive colours. lii Petrografl, where as a rule, - almost no people are to be seen in the streets, all the officials were ordered to take part in the reception. Theatrical representations and grandiose banquets wore organised, with the participiation of actresses from the Majrinski and Alexandrovski theatres. “The delegates were taken to Moscow in a special train accompanied by Tcherkess soldiers, 'in bright uniforms., , BY ORDER. \ “In Moscow the day before the arrival of the English delegates all the papers published strict orders, issued, by tho military and civil commissaries, setting out what everybody had to do and how to behave. On May 17 the tramway service in tho city was suspended, all the cars being taken to the neighbourhood of the Nikotaevski station, where, gaily decor-' ated, they moved, to and fro, trying to convey to the visitors the idea of busy traffic. At tho station all the motor cars from Moscow were mobilised, even tho highest commissaries having to walk. .' On May 18 a parade was organised, but no private persons were allowed to be present. This is the way the Bolsheviks organised the tragi-comedy of tho communistic, paradise, in order to deceive tho English -visitors as to tho-. real state of Soviet Russia.
