DISCUSSION REVIVING

By Telegraph—Press Assn.—Copyright,

LONDON, Nov. 16. The Daily Herald publishes the text of a Council of Action manifesto announcing tho intention of re-opening the fight with the Government on the question of tho resumption of trade with Russia. The manifesto states: “Wo want peace.” The Times indicates that there will be an early resumption of Anglo-Eus-sian trade, but tlic Daily Mail and the Daily News lobbyists declare that a strong section of Cabinet, headed by Lord 1 Cursson 1 , Mr* W'inston Churchill, Mr. Austen Chamberlain, and Mr. Walter Long, oppose any resumption before tho payment of tho Russian national debt is fully guaranteed.— Aus.-N.Z.
