The United States Government will not recognise any treaty between Poland and the Bulsheviks which undertakes to dispose of Russian territory without the consent of the Russian people, which must be expressed through a representative Government recognised by the United States. It is expected that the State Department will notify Poland to this effect. —Aus.-N.Z. Cable Assn. WARNING TO THE GOVERNMENT. . WARSAW', Oct. 14. The Government states that it is prepared to ‘express regret for Zelignowski’s action, but insists on a plebiscite regarding Kovno and Vilna, in order to settle future rule.
