LIBERAL CANDIDATE. Per Press Association. WELLINGTON, Sept. 18. The leader of the Liberal party announced to-day that Mr. Fred. Lysnar, chairman of the Gisborne Harbour Board, ex-chairman of the Cook County Council, and a strong supporter of Sir James Carroll and the late Hon. AN . D. S. MacDonald throughout the whole of their political careers, has been .selected as the Liberal candidate for the Bay of Plenty by-election. Mr. Lysnar is a brother of the present member of the same name,
