UNSATISFACTORY CONDITIONS. Per Press Association. WELLINGTON, April 27. The executive of the conference of local bodies on the Mongolian hydroelectric works expresses dissatisfaction with the way the work is handled and urges the Government to improve matters.

The executive considers the wages are too low and that the amount should bo 16s per day. The accommodation for the men is miserable; it is nothing but tents and there are no fireplaces or drying apparatus, though the weather is frequently wot and misty. It is useless to expect to keep up sufficient labour unless the conditions of life for the men are satisfactory and the executive emphatically states that they are not. They appeal to tho new Minister of Public AVorks to take the matter in hand.
