The House of Lords, by 23 votes to 22, refused the second reading of Lord Balfour of Burleigh’s Bill for the protection of. key industries and against dumping, though Lord Birkenhead supported it, announcing that tho Government was prepared to confer with its authors with the view of facilitating its passage with improvements.
