Lord Buckmaster. in the House of Lords, proposed that, instead of a capital levy, which would interfere with industry, the State would borrow the money and give securities in exchange bearing 1 per cent, interest. If the Joan lasted 13 years the State’s saving m interest would amount to 2500 millions.
