A BILL IN BRITAIN. By Telegraph—Press Assn.—Copyright. (Received March 2, 1.30 p.m.) LONDON, Feb. 28. In the House of Commons, Sir Robert Horne, in moving the second reading of the Unemployment Insurance Bill, urged the necessity of getting rid of the dread of unemployment. Sir Robert Horne pointed out that the 1911 Act was, experimental. It covered 2i million people, of whom 9000 were women. The number was increased by the 1916 extension and would presently be 3J millions insured, of whom a million were women. The f resent proposals brought up the Duller to about 12 millions. The scheme would be on a contributory basis and there would be two contributions, one for health and one for unemployment.— Aus.-N.Z. Cable Assn.
