GERMAN OFICFERS AT DOVER.
EXPLANATIONS ACCEPTED

There is much speculation as to why British destroyers escorted two Kiel tugs with German officers on board to Dover, where they are strongly guarded. The Admiralty denies a statement that the officers arc submarine officers brought for trial. Other suggestions are that the officers were trying to make a dash for America. —Aus.-N.Z. Cable Assn. (Received Dec. o, 1.10 a.m.) LONDON, Dec. 2. The German officers at Dover explained that they were proceeding to South America to tow interned steamships homo. The naval authorities were satisfied and released the tugs.
