Registration was granted to tho Clutlia and Ellesmere, County Trotting Clubs. . . , A legal opinion was read with reference to dealing with tho re-nomination of horses. D rule, 118 a, and as_ to whether the association could validly pass tho programmes of clubs winch contained conditions at variance with it, but not covered by it. Tho opinion was to the effect that the association could not in the face of tho wording of tho rule approve programmes containing regulations such as that proposed°by tho Forbury Club, which would have the effect of extending the Kcopo of the rule beyond what its wording conveyed.
