NEGOTIATIONS WITH BOLSHEVIKS

COPENHAGEN, Sept. 21. According to the latest advices the negotiations between the Bolsheviks and the Baltic border States have collapsed The. Esthonians, acting also on behalf of Lithuania, have discontinued the parleying. . Lithuanian delegates assert that the Lithuanians will never conclude peace with the Bolsheviks, who arc enemies of civilisation. The Lithuanians arc suspicious of the Poles, believing they are in communication with Lenin. It a-: not doubted that Finland will also refuse to negotiate with the Bolsheviks. It is believed at Helsingfors that the Entente has promised to assist the Baltic States if they continue the war against tlio Bolsheviks. 'A report from Petrograd says that tho local Soviet authorised the opening of peace negotiations with the Entente on the basis of the Entente’s terras. • The distress in Petrograd is described as frightful, A wireless from Moscow states that, replying to tho Esthoniau request for further'" delay in tho peace negotiations to enable the Baltic States to reply jointly, tho Soviet _ delegates have disclaimed responsibility for the continuance of hostilities.
