By (Telegraph—Dress Assn.—Copyright, NEW YORK, Sept. 19. The United Press correspondent in Tokio says it is reliably reported that Viscount Uchida (Foreign. Minister) told the Diplomatic Council that Japan would not make a categorical statement regarding the time conditions of the v return of Shantung. ■
A dispatch from Tokio announces that Kijuro Shidehara, Vice-Foreign Minister, has been appointed Ambasea-' dor to the United States, and Mesano Hanihara, former Consul in San Francisco, has been appointed Vico-Foreign Minister.
