CAUSING DIFFICULTIES IN
CHINA

According to displomatic advices, China is suffering because of delay in the organisation of the international consortium. It is felt that Japan’s attitude in excluding Manchuria and Mongolia is the main cause of 'the delay. China’s embarrassed financial situation and the international position have, tended to bring the southern and northern factions into closer union and create a strong national spirit. Powerful political groups in Peking oppose the consortium, despite China’s stringent ' lack of funds.—Aus.-N.Z. Cable Assn.
