CHINA.

LACK OF FUNDS

CAUSING DIFFICULTIES IN

CHINA

By Telegraph—Press Assn.—Copyright. (Deceived Sept. 22, 8.5 a.m.) WASHINGTON, Sept. 20.

According to displomatic advices, China is suffering because of delay in the organisation of the international consortium. It is felt that Japan’s attitude in excluding Manchuria and Mongolia is the main cause of 'the delay.
