It is proposed to pledge as security for tlie payment of interest and principal on tlie above Loans a Special Rato within each of the Ridings as follows; — Mangoroi Riding: A Special Rato oi 13/24ths or a penny in the £. Waitara Ruling: A Special Rate o': 13/22nds of a penny in the £. Oxuata Riding: A Special Rate of 7/16ths of a penny in the £. Okato Riding; A Special Rate of 13/I6ths of a penny in the £. C. It is proposed to pay interest on the said loans at tho rate of 5j per cent., phis l's per cent, sinking fund, for t-, term of 20 years, or until the loans are fully paid off. D. It is not proposed to pay out of the loan the costs of raising the same or; interest for the first year. The Special Rates under Clause B hereof, pledged as security for the loans, are to be annual recurring rates calculated on the capital value of all rateable property within each of the abovementioned Ridings of the County of Taranaki during the currency of the loan. The amount required for each Riding will be treated as a Riding Loan, and submitted to a Poll of the Ratepayers of the respective Ridings on WEDNESDAY, the 13th day of August, 1919.
