CONSCRIPTION IMPOSSIBLE. IN EXISTING CONDITIONS. CAPETOWN, Feb. 5. At the Recruiting Conference, a resolution urging tho Government to enforce the principle of conscription generally, or apply it to British-born subjects, was negatived in favour of an amendment regretfully recognising tho impossibility of enforcing conscription under the prevailing conditions in South Africa.
