Wireless German official reports state that Ostond is being bombarded from the sea. ' UINISTER CHARGED WITH TREASON. PARIS. Jan. 20. M. Malvy has been cited to appear before the High Court on Monday to answer M. Dandet’s charges of supplying the enemy with French military and diplomatic plans, particularly the plan of the Chomin des Dames attack, and also encouraging the enemy by promoting and inciting mutiny. The case is expected to be opened on the 28th inst. M. CAILLAUX’S SCHEME. FOR REFORMING FRENCH CONSTITUTION. (Received Jan. 22, 1 p.m.) ' PARIS, Jnn. 21. M. Caillaux’s plan for the revision of the French constitution deprived the Chamber of Deputies of legislative power, transferring the power to make laws to a reorganised council composed of members of Parliament, officials, business men, and bankers. The Senate was to be merely consultative.
