PRUSSIAN FRANCHISE BILL. OPPOSED BY CONSERVATIVES. AMSTERDAM. Dec. 5. German newspapers declare that the Prussian Conservatives intend to obstruct the Franchise Bill by every means in their power, in the hope of forcing Count von Hertliug to resign. AUSTRIAN HOPES OF PEACE. AMSTERDAM, Dee. 5. Emperor Carl, addressing AustroHungarian delegations, said that Aus-tria-Hungary was ready for an honourable peace. He hoped the Russian peace negotiations would be successful.
