The newspapers emphasise the revelation by Senator Lewis that Captain von Goctzon, of tho German navy, told Admiral Dewey, at Manila, in 1898, that Germany would wage a war of world conquest fifteen years later, capturing Paris as a preliminary step to the subjugation of England. Thereafter she would capture New York and Washington, exacting a huge indemnity. Tl:e Teutonic terms would wipe out the Monro _ doc, trine, and Germany would dominate South America. MORE GERMAN PLOTS. SECESSION OF CANADA PROPOSED. NEW YORK, Sept. 25. The Tribune’s London correspondent reports the latest revelation of German perfidy. Count Romanones, a, former Spanish Premier, in an interview, declared that the Kaiser vainly offered Morocco and Gibraltar to Spain for a war alliance. According to papers seized during the raid on von Eigel’s office, the German plans when operating in the United States involved a propaganda, for the secession of Canada from the Empire.
