Mr. Bouchicr cables from Bucharest that Mookcrsen initiated the Dobnidja offensive before Bulgaria, had decided, to act against Roumaiiia. It. is doubtful wiietbcr Berlin instructed him to compromise Bulgaria. At the earliest moment iho Bulgarian Parties expressed a desire to maintain friendly relations and Bulgarian aviators dropped manifestos declaring that Bulgaria was favourable to tho Roumanian occupation of Transylvania. Roumania did not desire to fight Bulgaria,
