EXCELLENT RECRUITING. FOR THE NEW CAMPAIGN. (Received Doo. 8, 9 a.m.) CAPETOWN, Dec. 7. Mr. Smuts, in tho Assembly, said that recruiting had been successful beyond the highest expectations and would emiblo the Union to dispatch tho necessary forces to East Africa and also reinforcements. He hoped tho campaign would soon result similarly to that in South-West Africa. Air. Jaeger estimated that six million sterling per annum would cover tho entire cost of the contingents. , Mr. Hertzog deprecated expenditure on the East African campaign and declared that South Africa wanted not war but peace. Genera! Botha reiterated that they were bound to hghfc in order to maintain their . liberty. It was absolutely impossible to remain neutral. He added that had a real civil war broken out tho man responsible would have been Hortzog, who was a rebel at heart. Of course there was no question of annexing German East Africa, though the Union would doubtless be consulted as to its ultimate disposal. (Cheers.) Tho House endorsed the Government’s policy without a division. .
