FEDERAL WHEAT PRICES. SYDNEY, Dec. 2. The new Federal wheat scheme is now operating. Tho price has been fixed at 5s Id, f.o.b. Sydney, for a fortnight, but this, however, is supposed to fix approximately the standard for tho whole season. SYDNEY CITY COUNCIL. SYDNEY, Dee. 2. As a result of the City Council elections, labour increased its representation from G to 11 members. There is a recurrence of hot weather and bush fires and drought conditions continue to bo severe over the greater portion of the State. UNIMPROVED VALUE RATING. NAVAL MECHANICS WANTED. (Received Dec. 3, 8.40 a.m.) MELBOURNE, Dec. 3. The Navy Department is asking for applications for mechanics to proceed to England to learn tho construction of submarines.
