FOUNDATION STONE LAID. BT ELECTRIC TELEGRAPH.—COPYRIGHT. (Recoivod Nov. 4, 2.5 p.m.) LONDON, Nov. 3. Tho Hon. Tlios. Mackenzie laid the foundation stone of tho Now Zealand offices in tho Strand. He stated that owing to the war tho King was unable to perform the ceremony, but his Majesty had promised later to unveil a tablet withii* tho building.
