Among the items making up the two millions of additional revenue which .Sir Joseph Ward proposes to raise to meat the cost of tho war is £360.000 from the railways.' Strictly speaking, this da not intended to meet the cost of the war, but rather to make up the deficiency in railway revenue and meet the increased expenses caused by the war. That being so it should not be included in the schedule of war taxes at all. Indeed it mav be questioned whether the war is wholly or even mainly, responsible for'tho necessity-to revise the railway tariff. Before the war broke out the need for - revision was recognised, the increases in wages and other expenses having raised the percentage of working cost. In any ease the railways do not appeal to one as suitable medium for raising revenue to meet war expenses. Moreover tho increases proposed in passenger fares are calculated to defeat their own' ends, tor people will be deferred from travelling when it can be avoided. Revision or the freight rates is necessary to remove some of the anomalies which are to be found in the present tariff. In this issue the Minister of Mines notifies that the export of scheehte and tungstic acid is prohibited. Persons holding stocks of these ores are required, to notify the Mines Department.
