Lord Robert Cecil, in the House of Commons,..said the Government had decided to prohibit trado with the enemy in China and other countries. Tho Government has communicated a memorandum to Mr. Page, American Ambassador, which is not a reply to the American Note respecting contraband, but a general statement showing the Government’s efforts to minimise the inconvenience to neutrals’ commerce. The memorandum shows that considerable shipments of cotton had been dealt with. The Board Trade had paid over £450,000 to various American claimants. The claims paid were considerably in excess of the amounts which would have been realised by the sale of tho goods. Tho Government is convinced that an impartial review of the facts will show there has been no arbitrary interference with American interests. NEW INVENTION. A AVIRELESS TORPEDO. Roberts claims that his invention of an aerial wireless torpedo, which ho is submitting lo the Government, is so perfect that he could, from a captive oalloon, control it anywhere within a range of thirty or forty miles and explode it at any point desired.
