Tho State Department lias ordered an investigation into charges regarding a person, supposed to bo Dr. Anton Mover Gerhard, of tho German Red Cross, who was recently raising funds in tho United States and was given a safe conduct homo to Germany. Ho was really Dr. Alfred Moyer, the head of tlie ammunition purchasing department of the German Government. It is alleged that Moyer acted as a spy while ostensibly upon a Bod Cross tour.
