BOROUGH COUNCIL.

FORTNIGHTLY MEETINGS The fortnightly meeting of the Now Plymouth Borough Council was held at the Town Hall on Monday evening. Present: The Mayor (Mr. G. W. Browne) iu the chair, Councillors J. Kibby. W. Hoaly, A. E. Sykes, A. H. Johnstone. TV. Ain bury, J. E. Wilton, N. T. Maunder, F. Jackson, V-. A. Coliis, J. Clarke, and J. T. Mannix. INSPECTOR’S ANNUAL REPORT. Tho borough inspector (Mr. B. Tippins) submitted his annual report, which slated than Hi-: past year had been a busy one. and that his time had been fully occupied attending to the various duties of his office. During tine year about oft) dogs had been registered, representing £l2B 13s Bd received in fee.-. one hundred and sixty-sis drivers bad been licensed representing £4O 10,,, 120 vehicles representing £llo, ac.l other receipts included bill:.r.l saloons £2O, motor-cars and motor-cycles £59 os, dangerous goods £34 10s, public halls £25, lodging-houses £ll, hawkers’ licenses £7, and pound fees £43 Us 6d. ,')nc hundred and four cases for breaches of tho borough by-laws were, before tho eourt. during the year, and one was iismissod and three withdrawn, ami nonvictions were recorded iu tho hah mce. The court fines amounted to £32 17s. A considerable amount of his time Tad been taken up in serving notices on property owners calling upon them to connect their properties with tho icwcrs. THE TRAMWAYS. Mr. F. Black, tramwavs consulting engineer, wrote that bo knew at present ol no special circumstances likely to lead to material alterations iu the ■iramways estimates. Of course, there was alwa>s tho possibility of current orices for - labour and materials altering within a noriod o! eighteen months, and ho believed that owing to the very busy condition ot practically all the. British manufacturers prices had hardened luring the last year. It was impos&i:>le, however, to say to what extent this would bo reflected in tho tenders that would bo received, as, of course, actual oricos wero only quoted at tho last miniito before tenders bad to bo made up. A great deal also depended upon tho number of firms tendering, and whether thev wero already busy with other work ar slack. He had based the estimates upon actual prices for work carried out n New Zealand, and was hopeful that the market conditions at tho time, of tenders being received would not have materially altered. PROMISES NOT YET FULFILLED. Mr. J. W, H. Martin wrote that during tho time, of tho Greater Nr-w Ply. mouth agitation promises wero freely scattered about tho suburbs by borough “agitators” that by merging suburban residents would be subject to similar privileges as householders in the borough, viz., electric light, water supply, and other conveniences and advantages as now enjoyed and at the pleasure of horough-ites. Considerable vimo has passed since then, and he regretted to say that ngihing lujd boon done, or even attempted, in* this direction, and the only recognition had been increased rates for us. Nearly six yours ago he presented a petition to the council, signed by the residents of Brooklauds Road, tor the purpose cf .getting oleetric light there, and was asked to let the matter stand over for the time being. Hu now asked whether the council in loaded to instnl tho electric light and other conveniences on the Brooklauds Road, and if so, when. Referred to the Works Committee. UNSAFE FOR HEAVY TRAFFIC. Mr. Skitrop also furnished a. report as to the rendition of t-ho culvert extending from Mr. M. Jones - stables to the eastern side of Brougham Street. This culvert consisted of two dry stone walls covered with totara timber. Near tho eastern side of Brougham Street, an the southern side of the culvert, tho foundation had given way, making that portion of tho street unsafe for heavy traffic. Several of the totara. planks showed signs of decay, and would require renewing very shortly. Ho considered the whole culvert would require re-building within two years. The engineer will go into the question with a view to notices being nested regulating heavy traffic in Brougham Street for the time being. GENERAL. Five residents in that portion of Hobson Street between Lemon and Hendry Street petitioned the council to placo two street lights in tho portion of Hobson Street v.mob was now being formed to its permanent level.—Referred to the Electric Light CommitteoTho reports of tbe various committees as already published were adopted.
