The Telegraph, in a leader referring to Mr. Rhodes’ statement that the Pacific cable stands unused during the day, suggests that a system of cheap mid-day cables would meet the needs of private persons, thus encouraging an even distribution of messages all day. There would then be no excuse for not reducing the rates and keeping them reduced
