The adjournment is supposed to be the prelude to resignation. A sudden"STEP. (Received March 25, 11.50 a.m.) TOKIO, March 24. Parliament has suddenly been prorogued and the Cabinet has resigned. The navy loses £6,500,000, as tho former Budget is automatically operative.
