LIBERAL POLICY HELD OVER. S~ TELEGRAPH.—OWN CORRESPONDENT. WELLINGTON, Fob. 17. It is understood that Sir Joseph Ward will not make his policy speech in his forthcoming address at Winton, but will reserve it for the opening of Parliament. The principal plank, it is understood, will be an increase of tho graduated land-tax, in order to break up large estates. During the hearing of a case in. the Supreme Court to-day it was stated in evidence that a father knew his‘daughter had bought a ticket in Tattersalrs, which caused tho Chief Justice to remark: “I cannot understand what the country is coming to. Here is a case in which a father has encouraged his daughter to gamble.”
