HOME RULE.
THE ROYAL PREROGATIVE, BT ELECTRIC TELEGRAPH. —COPYRIGHT* TIMES—SYDNEY SUN SPECIAL CABLES. (Received September 16,' 8 a.m.) LONDON, September 15. The Times, in a leader commenting on the suggestion that the King should exercise His prerogative and disallow the Homo Rule Bill, insists that this authority has become atrophied by disuse and its revival would be fraught with the danger that it might prove antagonistic to the popular will. SIB E. CARSON’S VIEWS. TIMES—SYDNEY SUN SPECIAL CABLES. LONDON, Sept. 15. Sir E. Carson, speaking at Durham, opposed the suggestion that the King should take the initiative in calling the Homo Rule conference. He deprecated his Majesty being drawn into politics. The only sure ground was an appeal to the people.
