HOUSE OF REPRESENTATIVES. NEW BILLS INTRODUCED. PER PRESS ASSOCIATION. The House met at 2.30. The Shops and Offices Bill was read a second time pro forma, and referred to the Labour Bills Committee. Mr. Massey moved the second reading of tho Industrial Conciliation and Arbitration-Amendment Bill. The measure desired to enable agreements, made by the Conciliation Council to he registered as awards In- the Arbitration Court, and to validate all such agreements made since 1011. The second reading was agreed to on the voices. The second reading of the Amendments Incorporation Bill was moved by Mr. Herdman, providing for amendments being printed in Acts when reprinted. Tho measure would prove useful in tracing amendments to our laws. The second reading was agreed to. Mr. Herdman moved the second reading of the Copyright Bill, which brought the law into uniformity with the English Act. The Bill, he said, was being introduced in accordance with a resolution of the Imperial Copyright Conference of 1910. The Bill extended the copyright during the life of an author and for fifty years after. The copyright of unpublished works are protected so Ring as they remained unpublished. Tho copyright in architectural designs was given to the owner of a building, and not to tho architect. The Bill was read a second time. . Mr. Herdman moved the second reading of the Nevr Zealand Institute of .Architects Bill. The object of the Bill was to secure that men engaged, in the construction of houses were competent to do so in accordance with tho .principles of sanitation and other conditions necessary for the preservation of public health. , Mr. Hanan commended the Bill as calculated to make for the efficiency of architects. ... Tho general trend of the discussion was in the direction of protecting tho public against close corporation. EVENING SITTING. The House met at 7.30. The Hon. A. L. Herdman agreed to refer tho Now Zealand Architects’ Institute Bill to a committee, with a view to an amendment of the Bill, which was read a second time. Mr. Herdman moved the second ing of the Magistrates’ Courts Amendment Bill. Tho measure provided for two classes of magistrates, seniors im the cities and juniors in other towns, with two exceptions, seniors to receive £BOO and tho others £7OO. He hoped thereby to secure a better class of men. The salaries would not depend on a vote of the House. Mr. Hanan did not favour the' independence of magistrates, but he did favour increasing their powers. Mr. R. APCallum thought that a more pressing necessity was an increase of the salaries of teachers.' ~ The second reading was agreed to. Tho Hon. Jas. Allen moved the second reading of the Land and Income (Assessment Bill, providing lor a special exemption of £25 from income tax for each child (not exceeding 4) under the ago of IC, dependent on a taxpayer. Provision was also made to .ascertain tho amount of deposits of private individuals, and of local bodies who had deposits in trust. The-scheme would cost from £15.000 to £20,000 per annum, but tho amount would be more than made up by the graduated tax. The Bill was adversely criticised by Messrs. Harris and Hine. The latter called for a division on the second reading, which was carried by 4V to 7. Mr. 1 Herdman moved the second reading of the Land Transfer Amendment Bill, intended to remove anomalies in the existing law. The second reading was carried on tho voices. The Premier moved the adjournment at 10 p.m., and tho House rose.
