During the Budget debate General Hertzog bitterly assailed General Botha and described him as an autocrat and as being guilty of moral cowardice. He added that the Opposition was leagued in a conspiracy with General Botha, who no longer represented his own people. He concluded by demanding a dissolution. .General Botha replied, calmly inviting General Hertzog to propose a vote of no-confidence.
