VIEWS ON STRIKES, By Electric Telegraph.—Copyright. . (Received July 13, 8.56 a.m.) SYDNEY, July 13. The secretary of the Labour Council in his half-yearly report notes the general inclination of organised Labour for closer unity; The time, he says, is opportune to meet this before a rival organisation conies to split the ranks to the detriment of the workers and in tho interests of the other side. Referring to strikes, he says that the scientific strike is the only strike that can prove successful. It requires a welldisciplined body of unionists, wisely managed, ably controlled and directed only where it is necessary to hit the enemy, and to hit its hardest.
