CARRIED IN FRANCE. Us Electric Tolograpn. -Copyright. PARIS, July 11. The Chamber of Deputies adopted the Electoral Reform Bill by 339 votes to 217. M. Poincare claimed that the Bill gave a majority of voters a majority of seats. The Radicals created an uproar and hurled insults at the Premier, whom the supporters of proportional represontationloudly cheered.
