China requires thirty-five million taels in six weeks for the purpose of disbanding 850,000 troops. The so-called Six Nations’ Banks demand foreign supervision before granting a loan, and suggests that foreign military officers should witness tho disbandment. The Premier refused, hut the Ministar for Finance is negotiating in tho matter.
