MEXICO CITY, May 3.

Emile Gomez, a Mexican lawyer, has been proclaimed provisional President of Mexico by General Orozco. Tho provisional capital is now Jaurez. The appointment has been made chiefly with a view to its effect on the United States, who have not recognised tho belligerency of the rebel movement.
