(Received May 3, 10.10 a.m.) HOBART, May 3. Most of tho returns are still incomplete. A shortage of ballot papers in some electorates is adding to tho delay. Tho analysis of tho present figures indicates that tho Liberals will win sov/n----teen and Labour thirteen seats.
