THE MUNROE DOCTRINE.

Senators Lodge, Bacon, and other members of the Senate Foreign Affairs Committee opine that the Monroe Doctrine ought to be revised in order to prevent Japanese commercial interests securing control of territory in Magdalena Bay, Lower California. Members declared that the possession of such a stragetio position, oven by purely commercial interests,.was a certain menace to the safety of the United Sates safety. [The Monroe Doctrine is a declaration of policy made by President Monroe in 1823, which has since formed the cardinal maxim of the foreign policy of the republic. The policy declares that the American continent is not to be subject to any further colonisation by European Powers and that any attempt to extend European domination to America will bo resented in arms. The doctrine has exactly the same value as the “White Australia” and similar doctrines, which will be recognised if there is military power behind them to make them respected. If the United States is going to extend the theory so far as to prevent the investment of foreign capital in South America or Mexico, it will be well for it to provide a very strong army and navy.]
