ANOTHER OUTBREAK. By Electric Telenranh.—Copyright NEW YORK, April 20. River dykes broke near Benlah, and a heavy volume of water swept oyer the country. Many persons were drowned. One report places the death-roll at 200, but under present conditions the report is not verifiable. Sis thousand refugees of the recent floods are still being maintained in' camps by public charity.
