In expectation of the introduction of the Home Rule Bill all the seats were secured in the House of Commous, hours before the proceedings commenced. In introducing the Bill the Premier said there would be an Irish Senate consisting of forty members all nominated, and a House of Commons of 164, of whom 59 would represent Ulster. Forty-two Irish members would sit in the Imperial Parliament. Among the matters excluded from the Irish Parliament were Crown and Imperial affairs, the navy and army, the Land Purchase Act, old age pensions, national insurance, the constabulary, post office savings bank, and the collection of Imperial taxes. The Imperial Parliament retains the power of vetoing or postponing legislation: The cardinal principle was that the Imperial Parliament would not surrender its supreme authority. The Premier explained that the Irish Parliament would be unable to endow any religion; there would he no religions texts; nor interference with the validity of \mixed marriages; Irish revenue would be collected Imperially, and transferred to the Irish Parliament, with the grant at the outset of Lalf-a-million yearly; customs 'and excise would be transferred to T reland with limitations on increasing the customs. An angry scene ensued, Mr. Bonar Law repeating that the Government had sold themselves for votes, and the Premier indignantly rebutting this allegations.
