Replying to Yuan Shih Kai’a invitation to Mongolia to join the Republic, Klmtukhta states that Mongolia’s independence has been proclaimed, and suggests that the Mongolian question should be submitted to the Powers interested. *' Parliament -will bo inaugurated before October, and deputies will he elected for four years, and senators for six.
