INSURANCE BILL -PASSED. - By Electric Telegraph.—Copyright. LONDON, Dee. 17. The Insurance Bill has received the Royal assent. Parliament was prorogued by commission. The Speech from the Throne testified to the friendly foreign relations anti happy conclusion of the Moroccan agreement. it stated the Imperial Conference boro witness to the harmony of the Motherland with her overseas dominions, and trusted the Empire Trade Commission would ensure greater prosperity and promote mutual intercourse. A large representative meeting of doctors at Birmingham resolved that the profession declines to undertake duties under the Insurance Bill. THE APPOINTMENT OP JUSTICES. LONDON, Dec. 17. The Hon. Noil Primrose, M.P., sharply attacked Xxtrd Lorebnrn in connection with the appointment of magistrates. The Premier replied that before the Royal Commission there had been appointed 2758 Liberals, 864 Conservatives and 1733 whose politics were unknown. Since the commission had been appointed, men were nominated by advisory committees. A resolution approving Lord Loreburn’s action was carried by 131 to 39. LABOUR LEADER’S VIEWS. (Received Dec. 18, 8.45 a.m.) LONDON, Dec. 17. Mr. MacDonald, speaking at Swansea, denied the rumours of a split in the Labour Party. He hoped the time would never come when the party would coerce the conscientious minority into the same division lobby. CONSULS AND TRADE OPENINGS. (Received Dec. 18, 8.45 a.m.) LONDON, Doc. 17. Replying to a question by Mr. Archer Shee as to whether consuls were- instructed to report on trade openings for tho dominions as well as the Motherland, Mr. Acland said they were instructed to inform Britain of developments affecting the dominions as exporters of foodstuffs. FRIENDLY SOCIETIES AND INSURANCE. (Received Dec. 18, 8.5 a.m.) LONDON. Doc. 17. The Grand Master of the Manchester Unity of Oddfellows said that if it became an approved society under the Insurance Bill he believed the result would be a prosperous future. The Chairman of the National Deposit Society raid that, while preferring to be left unfettered by tho Insurance Bill, it was as good as could be expected under the circumstances.
