NEW SOUTH WALES.
THE NEW MINISTRY. SMALL LABOUR MAJORITY. By Electric T.-lograph.—Copyright SYDNEY, Oct. 21. Tho new Ministry has been formed as follows; Mr. M’Gowan, Premier and Treasurer. Mr. Holman, Attorney-General and Minister of Justice. Mr. Eddin, Minister of Mines. Mr. M'Donnell, Chief Secretary and Minister of Agriculture. Mr. Neilson, Minister of Lands. Air. Griffiths, -Minister of Works. Mr. Beeby, Alinister of Eclucation and Labour. Air. Flowers, Vice-president of the Executive Council. Alessrs. Carmichael and Treflo, hono; .y Ministers and assistants to the Treasury and Agricultural Departments respectively. With the exception of Mr. APGowan and Air. Flowers, who were accepted without balloting, the caucus selected tho Alinistry by an exhaustive ballot. The selection is considered a good ono in Labour circles. Tho mystery of the Bingara election has been cleared up by the returning officer. Ho made out two returns. The ono ho sent to Sydney reversed the order of the candidates’ names, making it appear that Air. Aloorc had been elected. This was incorrect. Mr. AlacDonald (Labour) secured a majority of 40. Including St. Leonard’s, where a second ballot took place, tho strength of the parties therefore remains: Labour 46, Liberal 44. It is considered unlikely that tho remaining second ballots will alter tho results. Much interest was manifested in the St. Leonard’s election. For tho first time a second ballot was tried in the State. Mr. Cocks, a Liberal, easily held tho leading position secured last Friday, beating the Labour candidate by a big majority. PRESS COMMENT ON THE AHNISTRY. (Received Oct. 22, 10.35 a.m.) SYDNEY, Oct. 22. Tho Herald states that the now Ministry is at least representative of the party. Tho result of tho St. Leonard’s second ballot is a reminder to tho Government that tho cause represented by the Opposition lias not lost all power of appeal. On tbc figures it is not certain that Mr. M'Gowan is in a more enviable position than Air. Wade, us the independents will not support features of tho policy with which Labour is identified. Another appeal to tho people may bo necessary in the immediate future.
Tho Telegraph says that on tho whole the Ministry is a creditable ono, but as the caucus will have Ministers under its thumb tho personnel is not of much consequence. By appointing an honorary Minister they have mado the sweets of office go as far as possible.
