BOROUGH COUNCIL.

REPORTS FOR CONSIDERATION. The following reports will como before the Now Plymouth Borough Council at its meeting oh Monday or citing;—* WORKS COMMITTEE, The "Works Committee recommends; ■That the question ot forming and metalling Morley Street from Western Park gate to Barrett Street bo referred to next year’s Estimates Committee for their favourable consideration; that tho application of Mr. J. I). Solb for tho formation of a path from the corner of Barrett Street'to tho Western Park bowling green entrance bo referred to tho borough engineer with power to act; that tho lector from tho Fitzroy Town Board ro lowering of water mains at Mangorei Road bo referred to tho borough engineer to report open; that Mr. M. O. Butcher bo granted water for running a water motor (J horse power), the charge to bo 8s per month, payable in advance; that consideration of tho letter from tho General Manager of Now Zealand Railways re Beach Street J)o deferred; that Mr. Calghcr’s letter ro removal of rubbish, etc., bo referred to his Worsbip the Mayor and Councillors Bellringer and Wilson, to report upon; that tho Palmerston North Borongh Council bo informed that the council do not require any 7inch water pipes at present; that n copy of tho letter from the Inspector-Gen-eral of Hospitals ho supplied to each councillor, and that in tho meantime consideration of tlio letter bo deferred ; that the A.M.P. Society bo informed that tho council cafmot see its way to accede to their request that tho council should accept a formal acknowledgment of tho payment of interest instead of requiring tho coupons being handed to tho council’s banners at Sydney; tho council is, however, willing to pay tho exchange on tho interest as at present provided tho coupons arc presented at New Plymouth by the local office of the society; that the request of tho Hospital Board for extension ot the water mains bo referred to tho borongh engineer to submit an estimate of the cost; that.in tho event of any of tho suburban districts merging in tho borough this council will not apply in any such district the by-laws at present in force in New Plymouth relating to tho erection of buildings, tho removal of nightsoil, and the keeping of pigs and fowls; that tho application of residents in Bullor Street for a street light at tho corner of Holler Street and New Govor Street bo granted; that tho electrical engineer re]iort upon the question M a street light in Leach Street cast of .Eliot Street; that the action of the Executive Committee in connection with' tho following matter dealt with by them bo confirmed :—That provided tho borough engineer is satisfied that the work can be effected without in any way endangering the retaining walls be be authorised to proceed with the filling in at Powdorham Street and to employ any extra carts or labour he may think necessary j that footpaths ho formed on both sides, of Gill Street extension ; that tho borough engineerhe instructed to proceed with the forming and metalling of the piece oi land purchased for tho Widening of Clemow Road; that the borough engineer be instructed to close the rubbish depot at Fulford Street ns soon as possible and to'opc»J the new depot at Hobson Street South; that Mr. 11. Howell be informed that if jiti bps a grievance against the poundlceeper bo has his remedy in the law courts, RESERVES COMM ITTEE. Tho Reserves Committee’s recommendations are: That the letters (rum Messrs. H. J. Price and J. Blythe with reference to footpaths at. the cemetery bo referred to tho borough engineer with power to act : that in future the charges for use of the Council Chambers or other room in the Town Hall be payable when application is made: for tho use of Ibo room; that tho sexton lie granted a halt day , oft each week provided the time is made up, that the time off must be taken ns opportunity offered and not necessarily the same day earth week, and that ho ho informed that during his absence (whether week-days or Sundays), someone must be available at the cottage to take instructions; that tho borough engineer he authorised to procure a table and floor covering for the old library room to bo used for letting. ■ BATHS "COMM ITTEE. The caretaker reported that the hot water cistern had been covered with asbestos and that, it was now possible to provide hot water baths daily at no further cost for fuel than previously. To further popularise tho baths the committee recommend tho following alterations to the timetable Females, 5.30 a.in. to 6.15 a.m., 8 a.m. to II a.m., 2 p.m. to 4.30 p.m.; males, G. 15 a.m. to 8 a.m., 4.30 p.m.. to 7 p.m.; family bathing, 11 a.m. to 2 p.m., Thursday and Saturday 11 a.m. to 4.30 p.rn.; Sundays, females G a.m. to "7 a.m., males 7 a.m. to 11 a.m. Ro family bathing, that the caretaker ho instructed that proper bathing costume from neck to knee must ho worn, mid ho be authorised to remove and afterwards refuse admittance to any person guilty of objectionable conduct. ELECTRICAL ENGINEER’S REPORT. Tho electrical engineer (Mr. H. Black) reports ”bs' : follows: Tho . past six months have been at least as busy as any previous .half-year since starting operations. On March 31 last our hooks snowed 525 connections. We have now G2O, an increase of 95 for tho half-year. The output as recorded by tho substation motors is nearly 12,000 units more than for tho'corresponding period of last year for private lighting and power. Although tho days arc now* longer and tho hours of lighting getting shorter and our output in units less than during tho past winter months, the maximum load is not getting much less, tho peak for September being 181 kilowatts. No time should ho lost in getting new forehay and pipe.lino put in so that wo may got the benefit of them for next autumn and winter. Tho sooner tenders are called for extra turbines and generators tho better. I would again beg to point out that, not loss than three months should bo allowed for calling for.tenders, nine months for supply and three months for erection and testing. If arrangements are made at once for calling for tenders tho contract would not be let' until January or February next, which would give time for a.loan .to bo authorised. One new. generating sot is necessary.to'carry the ordinary 1 load from next winter onward, but this maehinc cannot now he available before 1912. As additions have been so long delayed it will bn best to put in two now sots at once, as otherwise we have no reserve in case of any mishap. During the month seven poles on tho transmission lino havo been replaced by new ones, as they woro beginning to decay on tjfo outside. All but , one of those poles has been trimmed, tarred, and -re-erected in positions where they will carry less strain. Four or five more poles will havo to' ho changed later, but wo have nono to replace them with at present., hut they will no doubt servo until wo have.
