A St. Petersburg correspondent says tho Duma’s early consent is improbable owing to tho dissatisfaction with tho naval administration, and adds as tho Russian yards are overtaxed tho new Dreadnoughts will probably be built abroad. ’ [The Russian Admiralty continues iu a disorganised state. Four Dreadnoughts that were recently sanctioned cannot be completed in due time without recourse to foreign aid, and the Government works, which undertook to supply the armour in two years, now find that it is impossible to deliver tho turrets and in ten years.]
