THE ARBITRATION ACT. Per Press Association. < WELLINGTON, Sept. 21. The Harbour Boards' Conference adopted Mr.' Frostick's motion urging the exemption of harbour boards from the provisions of the Arbitration Act. - '■ AN INSURANCE: QUESTION. Per Press Association. WELLINGTON, Sept. 22. Strong objection was taken at the Harbours' Conference to-day to . <jhe condition now inoladeu by insurance companies in policies effected oA liarboard board properties. The chairman (Mr. T. M. Welford) particularly objected to the clause relating to reinstatement. He said it meant that if a fire took place on a harbour' board's premises, tfye insurance company was not obliged to pay the amount of insurance on 'the building, and could refuse to go to arbitration, and companies could hold the pistol of reinstatement, at the heads of harbour boards. He could see nothing unfair if the conditions provided for reinstatement after arbitration. He moved: . "That this conference considers that in the insurance of harbour board properties the right of reinstatement by insurance companies under policy conditions, as applied to harbour boards should^be subject to the right of arbitration.'* The jhotion was seconded by Mt. J. B. Watson (Bluff)/ and carried. .On the motion of Mr. W. J. Napier (Auckland),, seconded by Mr. G. B. Bullock (OtagoJ/ it was also resolved that the executive be instructed to consider and report to the next conference the expediency of establishing a joint insurance reserve fund, and that if neces- • sary .legislation bo' obtained in an amending biH to enable such a fund to he established.
